What We Do

Most consulting ends at the recommendation. JunaCare's work is designed to be adopted — built with your teams, paced to your organization, and handed off running.

Strategy & Growth

Market and program strategy, new lines of business, revenue diversification, and value-based care roadmaps — grounded in what your organization can actually operate.

Care Model Design & Operations

Interdisciplinary care teams, in-home and community-based care models, workforce design, training programs, and the workflows that make new models stick.

Population Health & Revenue Activation

Care management and navigation programs for complex populations — across Medicare, Medicaid, and safety-net settings — designed compliance-first and paired with the billing, payer contracting, and enrollment operations that make them financially sustainable.

Public Sector & Safety-Net Transformation

Multi-year strategic plans for government agencies and safety-net systems — financial sustainability pathways, revenue diversification, philanthropy strategy, and the transformation teams to execute them.

Interim Executive Leadership

Fractional and interim executive leadership — COO, GM, and chief transformation roles — to stand up new service lines, bridge searches, and land permanent leaders into functioning operations.

How an Engagement Works

Fixed-fee phases, defined gates, and a handoff that leaves your team running the model without us.

1

Discovery

A conversation, not a pitch. We dig into your challenge, your constraints, and what success looks like — and tell you honestly whether we’re the right fit.

2

Diagnose

A rapid, fixed-fee assessment: market and feasibility analysis, operational review, and a clear-eyed read on what it will take to succeed.

3

Build

We design the operating model and build it with your teams — workflows, workforce, training, and revenue operations — paced to your organization.

4

Transfer

Defined gates, measurable outcomes, and capability transfer — not dependency. Your team owns it afterward. That’s the point.

Who We Serve

Deep experience on every side of the table — payer, provider, government program, and community organization — and fluency in how they work together.

About JunaCare

Kathleen Stillo, MBA founded JunaCare after more than 25 years building, scaling, and turning around care delivery businesses serving medically and socially complex populations — across Fortune 50 payers, integrated payer-provider organizations, hospitals, academic health systems, public agencies, and nonprofits.

She began her career leading internal consulting at Bristol-Myers Squibb, then moved to Cooper University Health Care, where she built deep expertise leading teams that care for high-cost, high-need patients — ultimately with P&L ownership of business units exceeding $270 million. In COO and executive roles at UnitedHealthcare, she led business and clinical operations, strategy, growth, finance, and data analytics. As General Manager and Chief Care Delivery Officer at Commonwealth Care Alliance, Boston’s integrated payer-provider, she led the Care Delivery business unit: primary care, behavioral health, and complex care for more than 2,000 dual-eligible patients. As a consultant to the NYC Department of Health, she developed the five-year strategic transformation plan for New York City’s free public health clinics.

Her programs have been recognized nationally — Hotspotting, Primary Care at Home, Housing as Healthcare, COVID recovery centers, Ambulatory ICUs, and leading-edge addiction services. She serves on the Princeton Board of Health, the Camden Coalition National Advisory Board, and the Board of Directors of the Aravind Eye Foundation. Kathleen earned her MBA from Columbia Business School and her BA from Bowdoin College, and is based in Princeton, New Jersey.

Kathleen takes on a small number of consulting engagements and interim executive roles each year.

How We Work

  • We’ve run the P&Ls we advise on — operator judgment, not just frameworks
  • The what always ships with the how — strategy arrives with its operating model
  • Built with your teams, not delivered to them
  • Numbers your CFO and board can defend
  • Fixed-fee phases, defined gates, no surprises
  • When we’re done, you’re not dependent on us
